This is a very nice change from all the cookie cutter vanilla forts. I agree with 1John about the roof area being vulnerable. However, many of the vanilla fort ruins, and ayleid ruins have this weakness as well. So it's not at all out of place.
Was going to suggest you take a look at Assy Mcgee's fort mod, but you already have it linked on the description.
Yes, Mcgee's mod is what got me inspired to try this. (Together with Guinefort1's great mod to repopulate some of the forts with the imperial legion. Not for this specific one, as it provides no friendly NPCs, but I do have ideas for something similar with the forts she didn't touch and using something other than the legion. Maybe even get started doing a fitting quest, it has been a while since I have worked with quests.)
I like the idea of oblivions forts at least looking different on the outside and if possible be even more unique. Problem I have is, that I'm not very creative when it comes to stories. Like what McGee did with Fort Wariel, for example, is very nice and interesting, truly unique.
Hi there, it looks great! Only one suggestion though, if you don't mind: the roof of the castle seems vulnerable to the attackers. Maybe consider adding an extra wall around the back of the keep?
Thanks! This seems to be unique to horses. I tested again and was able to reproduce the issue, but only using a horse. Likely due to the horses collision boxes combined with entering at an angle lets the horse slip through. The PC or NPC's collisions are different and the issue does not happen. I also added two screenshots with collision boxes being drawn for visualization.

So the collision box of the horse makes horse sink under the roof when entering from a certain angle?
After all these years of enthusiasts uncovering every easter egg, and so many talented modders adding tons of wonderful new things to Oblivion ever since it's release in 2006, only now in late 2020 this overlooked bug emerges?
So would you assume that could be fixable by altering the horse's mesh or would this be hard-coded into the engine?
The only thing that would be incompatible with old Fort Hastrels interior would be if it changed it's entrance door, the rest of the interior is unchanged.

Really like how you are again adding nice content to the gameworld
with recently Fort Naso and here Fort Hastrel.

When approaching the roof from the right side hill,
I sink trough it as if I would have enabled "TLC" trough console...
I gave it a quick test and couldn't reproduce the issue. Can you screenshot the exact location?
