Allow configuration of the delay between hours while waiting or sleeping.

Description
Simple OBSE plugin allowing the delay between hours in the sleep/wait menu to be configured.
Default is 100ms between hours (from vanilla 1000ms).
Installation
Use a mod manager, or manually extract the .zip file into your Oblivion 'Data' folder.
Configuration
Modify iTimeMS in FasterSleepWait.ini to be the desired delay in milliseconds.
