Yes Yes to all your questions, place the patch right after oco so everythings goes as normal (From my experience it works, but I don't have too many OCO additions just a HD mouth texture replacer.)
Using the ocov2 merged teeth file from here for the separate birthsigns mod. However, would the esp from this mod page (oco2 patches) go before or after another mod that tweaks the birthsigns mod? (https://www.nexusmods.com/oblivion/mods/50579) Because I'm not seeing the changes from the mod that tweaks the signs
OCOv2 make very clear, "never try any race related mods together with this". This patch really work without any problems? I want to try Dahyka race mod, I just need to throw this patch in the data folder without needing bash or anything else?
Use LOOT so the right tags will be applied, then rebuild your bashed patch, using wrye bash of course...the description from ocov2 is really old, meanwhile updated tools like bash and better knowledge of oblivion records format made possible to use conflicting mods together without issues
You can use race related mods with OCOv2 with a bashed patch. I don't know if these patches are needed anymore with the bashed patch. I for one use VKVII Oblivion Skin Argonian/Khajiit with OCOv2 without issues.
Is OCO2 compatible with Av Lata Magicka's Birthsigns module? I read that OCO2 may be incompatible with birthsigns mods bot I don't see the patch for ALM here, so I decided to ask
Im using the merged teeth version, but for some reason the SI races aren't effected by the OCO changes. I placed the patch after Bashed Patch to see if that fixed it, but it didnt :(
Sorry for not bringing up which patch. Im using the Race ReBalance Project with merged teeth patch. Mazken and Aureals have the original faces and not the OCO faces. Orcs and Norns have a wider head then in OCO. I can post pictures soon
=EDIT 1= Here are the pictures : https://imgur.com/a/jDCEfGH
Im going to start with disabling most mods that effect OCO and only install the essentials for OCO and the patch. Will keep you informed
=EDIT 2= Started a playthrough with only Race Balancing Project and OCO. Orcs and Nords (dont know for sure about the nords) are good, but Khajiit, Mazken and Aureals look like vanilla. I then added the patch, but didn't make much of a difference (argonians look OCO ish).

Update: Never mind Thanks for the patch
