Gives every NPC (yes, even beggars) the "Beg" topic, which (if their disposition towards you is higher than 20) gives you 10 gold and lowers their disposition towards you by 5. If their disposition is 20 or lower, they refuse to give you any money, and their disposition gets decreased by 2 each time you continue to ask. The reasoning behind all this is that they're not a charity, and no one's going to have an infinite amount of patience with you.
I realize there's no real consequence for spamming the "beg" button, but the "quote" at the beginning is referring to you, the player, as well. You can totally get like 190 gold a minute, but that'd be at least a little bit tedious. It's also a kind of stupid and silly way to try to make your fortune. Don't you have something better to do?
