    What I would likely suggest here is a mod that overhauls Cyrodiil to fit the lack of armor for the guard. Maybe it could be as simple as a mod that makes Heavy Armor extremely rare, and this could be explained as Cyrodiil being short on iron deposits. So what metal smiths can scrounge up is reserved for weapons on most occasions. Weapons are more useful than armor, after all, and suiting up a legion of men and nearly a dozen guard companies with full chain and plate just isn't feasible with an iron shortage.   

    I would also suggest a number of changes as well, but I don't want to come off as stepping on someone else's mod.

      Read the description. I am sure you can tell from reading what they are meant to portray that they are not meant to be armoured or intimidating. It isn't supposed to be a lore friendly mod and so will not resemble the guards featured in the base game.
      I will quote it for you "This adds in a huge variety of 1700's style guards."
