Small Warning for those who use the first file: Beggers will start taking damage the moment you enter the area they are in. They will die in a matter of minutes or an hour. You will need a Cure Disease spell if you want to keep any of the beggars alive, but of course, you can practice your restoration spells on them. The console code's resurrect spell will also work but they'll start taking damage. If you use the first version of the file, I highly suggest you DON'T use the Wait command nor should you go to sleep, not unless you have a way to nullify the diseases damaging effects such as an enchanted ring of healing or a healing spell that lasts for many hours. If however, you hate the health damage, There is a second file that doesn't have it.
Sorry for such a belated response; The year was really busy.
I believe that the health drain alone breaks the mod's constant place in my active load-out. I feel as though, while a disease could kill over time, such ailments should not continuously break down a person like this. It made me sad, losing afflicted around me.
I had edited your file to remove this health drain, but I would also recommend releasing a version that removes this for others to download. Just my two cents.
I love the idea of this mod! I should be able to incorporate it into my list with little issue. I'll let you know what I think of the severity of the diseases soon.

Making a bashed patch also won't carry over the fix, so this has to be fixed manually using TES4Edit or the Construction Set.
