i don't see how it could break a quest mod. the mod doesn't touch any newly added chests.
if the author makes a village and uses the classic leveled chests, then the mod will work in the new village. it will not break it. most modders that add new chests or containers usually mark them safe, because they know the hassle. if not, then they just use the vanilla leveled chests (and this mod changes them)

don't worry, vendors use their own hidden and respawning chests. they are usually located beneath the floor. i never touched them.
other food containers still respawn. food is most abundant in sacks, cupboards, barrels etc. they all still respawn and are not safe for storage (not including a few unique ones)

Category is immersion, change are over in game items, aka chest, so if nothing closer, along with item ?

P.S. 2 can't you make an optional version that make food containers safe as well? all containers, except the unique/quests ones
