You may have installed multiple mods that are currently changing the Bloodworks cell, and the game is picking the last one on your data list. So you have to disable one of them or you can merge both mods with TES4Gecko. I see that you have Crowded Cities. Isn't the Arena in the Imperial City?
Or you simply missed the OBMM, or you forgot to set to active the required CM Partners plugin or the Scorpion plugin in said program. Those kind of silly things happens to me sometimes.

That would be a cool thing to do, making a Standalone Scorpion mod. I could use the Red Sonia scripts as a workflow. I will give it a try as soon as I get some time.
Yeah, that would be easier. I'm planning to add a little more content depth to this mod along with your request and put it all of it in a version 2. Thanks for the idea.
