This might seem trivial, but you can do a lot of stuff with this fx. You can trigger different type of clouds to specific times of day or even weather types. You can trigger light/heavy fog/mist in the city streets themselves or around chapels/castles/other POI. Even dust storms for tropical mods and whatnot. You could attach the fx to a quest stage. Say you have a quest with some trashy doom scenario, you could have a script trigger "doom clouds", for ambience. Same for outdoor locations such as Ayleid Ruins, Forts, Hamlets, and such.
This is excellent. After playing Skyrim and finding it a modding nightmare, utterly useless for many larger world mods, I came back to Oblivion and introduced the cliff effects, that tried to take it nearer to skyrim (Oblivion being so much more moddable). I struggled with the cloud effects. You have made inroads into this and I would like to help in any way I can. Well done. You have pushed the envelope of what is possible. Brilliant!
