Update1: I removed water walking from both boats. This means there is no splashing sound anymore! I changed the walk animation into swimming, just by renaming walk animations, and I had to change the meshes height, to match swimming behavior.
Good: No splash sound and very smooth movements.
Bad: Boats will lift up a bit when in shallow water and on land. I will try to solve this and update, if.
If you use Update1 + Silenced Splash Sound, remove the sounds, that is not needed anymore!

My problem: I apparently don't have a Summon Junk or Summon Sailboat spell. I can't find either anywhere in my Magic Menu. I have two other summoning spells, but they're not at all related. I can neither summon or find my junk.
First, I manually downloaded Bettys More Sailing Sailing Update1-46682-.zip. No summoning spell appeared but Elbethien had written that the boats could be found near Bravil. Sure enough, both the sailboat & Elven ship were there. Both were absolutely wonderful! I had no problems at all controlling them and they behaved beautifully!
I wondered though if I might prefer the junk, which I also really liked (it's gorgeous!). Its being higher on the water, I thought it might be easier to look ahead to where I was going. So I manually downloaded Bettys Junk Update1 -46350-.zip. Still no summoning spell, but I went to Bravil hoping to see the junk. I haven't been able to find it, although the sailboat and Elvin ship are there.
Finally: yes, BettysJunk.bsa & .esp and BettysSailboat.bsa & esp are in the Steam\steamapps\common\Oblivion\Data subfolder. Also, both plug-ins are in the launcher's Data Files list and are x'd.
Does anyone have any suggestions? Although I'm new to Oblivion (106 hours), I'm no newbie to Bethesda! I've played Fallout 4 for 848 hours and Skyrim SE for 1,051 hours. I've used my share of mods. (^:

I know it's been a few months now but if you're still having this issue I'd suggest using TES4Edit to look up the ID of the Summon Junk or Summon Sailboat spells then use the console to add them to the player manually.
To do this, once you have the spell ID, open the console then either click on the player(or preface the following with player. ) and type addspell xx000000. The xx represents the load order of the mod whose spell you're trying to add and the "000000" will be the spell's ID.
I love it. It does look very nice. (very late EDIT, the following is about _my_ sampan) But how do I take control of it? I thought I was suggested to sit down on the stool at the stern? When doing so, I get teleported a meter to the side, but the sitting animation does not start. ( Of course, can always be something on my side. )
Thank you Tesa! That is interesting. I had that too at the beginning and it still happens in some places like the Waterfront. Happens only with the Junk for me. Sorry for this little, annoying bug. If I find the reason, it will be fixed as soon as possible. I thought I had it already sorted it out. Thanks for letting me know.
The junk works for me. That's so cool, racing the 'traveler' in his junk near Anvil. Yuck, as I am writing this, he's ramming my ship, and I am sinkiiiiiing . Pirate!!!
I saw The mounting problem really seems to be a game bug. Happens where the blue boxes are seen in the CS. I don't even know what those boxes are good for XD. I can't figure out what else it could be.
Now I found a solution for the mounting bug. I deactivated two giant subspaces and everything works fine. The problem still is, I don't know the exact function of those subspaces. To me they looked like something unnecessary. So if you or someone else is going to use this fix, remember you have it and if something unexpected or wrong and strange happens, deactivate the fix to see if it was caused by it.

About subspaces: "... there appears to be a subspace harmonic carrier wave hidden in the interference." ( have been following every link about subspace that wasn't about maths ). The little I've been able to learn seems to suggest that NPC's AI can be constrained to a given subspace.
The stool is quite low. Could this be hindering the animation to start ( why in my game, and not in yours, though ... ) ?
Still? For me it solved more than this one problem. I don't have it anymore. The mesh should not be the problem. Every animation and position is controlled by the skeleton.nif. I keep my eyes open, if I find out more, it will be here. Sorry.

I'm experimenting with swimming instead of water walking now. It might be better, if it will work. Let's hope.
