    If you are interested in changing the percentage chances it is pretty easy. Just load Capes4NPCs.esm in TES4Edit. The file is nothing but a bunch of Leveled Items. Each Leveled Item has a 'Chance None'. You can change the percentage by couble-clicking on that number. Most of the Leveled Item names should be pretty self-explanatory.

    Making the chances configurable would require running a script and OBSE. I'm not sure if it's worth updating just for that at this point. But who knows.

      I don't understand why this mod has 400 downloads and no more. It's one of the very best mods. I cannot play Oblivion without capes on me and npcs

    Another way to do it without having to use this mod & its esm, to save load order slots, is to use the CS to add capes from mods like OOO into a leveled list such as Jewelry Upper. Your npcs will either get a piece of jewelry or a cape, and since there's far more jewelry than capes, only some will get the the cape, which is a lower & better ratio than 50%. I see it only occasionally on npcs and it's humorous on lowly farmers & shiphands, as though they have delusional superhero aspirations. I even added a minor spell to the OOO capes, which adds a bit to their willpower & acrobatics, while detracting from their personality, since no one likes a cape-wearing narcissist.

    If they don't have a cape & you want them to, you can resurrect them until they get randomly get a cape, or just wait until they change clothes. Of course this requires that the leveled list be in the inventory of all npcs. Not a problem in my case since I already had the jewelry upper list in most of their inventories.

      Or just merge all the capes into one esp and let them use both jewelery and capes

    I know you probably abandoned this by now, but is there any way of making npc's don capes and cloaks in rainy\ snowy weather? It'd add to realism a great deal.

      No, not specifically. The equipping of the capes is handled by Tail Equipment Helper or whatever equivalent mod. If you were really good at OBSE scripting I guess in theory you could have a script that gets the weather and adds or removes items if the weather changes to snowy/rainy. I highly doubt anyone that is that good at OBSE scripting is still hanging around Oblivion at this point, let alone that interested in such a niche mod. It's definitely not me lol.

      I wouldn't call it niche, just look at how popular Skyrim's Wet 'n' Cold is. The problem here is indeed the fact, that most people have moved on.

      But since you're here, I suppose you could tell me something about an issue that I have with this. Basically, one of the .esp's doesn't work without all the other cape mods (I'm only using the original 'capes and cloaks' and jaysus'), and there's apparently no way to set dependencies (unless there is and I don't know it), so when I run the game, the guards have cloaks, but none of the 'civilian' npcs do. Is there any way to circumvent this so npcs do use capes and cloaks?

      Either I'm not understanding your question or you have an install problem. NPC's should have capes. That's the whole entire point of the mod. Try going back step by step through the install instructions and requirements to make sure you didn't miss anything. If not then something is wrong with your load order or your game has gone buggy or I'm just not understanding what the problem is.

    Well done. This mod improves the realism for my game.

    It will be much better if you can provide an option to configure the percentage chance. The guards in my gameplay are rarely wearing any capes at all. Even though it said that guards had much larger chance to wear it.

    Might be an idea to have the percentage chance configurable, I don't think I've ever played a game where 50% a population had capes of their own, even bartenders for that matter.

    But this is something I have dreamed of and wished for oh so many nights, thank you.
