The glow maps do not work on their own you have to edit the Oblivion character overhaul.esp so that the Khajiit use the eye glow models that the dremora golden saints and dark seducers use. And once you do that the eyes look absolutely glorious.
EDIT: never mind the glow maps do work without doing that but I still recommend doing that because it makes the eyes look absolutely amazing.
Just noticed a folder named "character" in my data/textures when looking for vanilla "character(s)" ^_^ As pointed out below, if reading is a thing, the download-archive has a mislabeled folder making the textures end up somewhere pointless. Just copy the actual .dds files to textures/characters/eyes and it's fine would be one option.
Thanks for glow maps, they are really nice. But i'm afraid the folder structure in your archive is wrong...you wont see any of these in your game. Should be textures\characterS\eyes. You left out "S" at the end of "character".
