First you should understand, that unlike in Skyrim, a few plays as vanilla races in Oblivion. This is the reason I didnt make a .esp file. I just could not physically cover all the custom races that were ever made. I can make such an esp for any of MY OWN custom races, though - if you request this.

HOW TO ADD THE SKYHAIRS FOR OBLIVION TO YOUR RACE (a extra uber detailed manual)

    picture explanation: http://i5.minus.com/ib2DS7qhQbAyaj.jpg

    text explanation:

Unzip the hair mod, put the Data folder in the Oblivion Data Folder, merge if prompted.

Open CS tool, go to File, then Data, Select oblivion.esm, and 'Your race mod .esp' you want to put the hairs in, set the latter as Active file.

When the mod is loaded, go to Character/ HAIR (you will see a list of Hairs and Stuff) right click it anywhere in that list and Select NEW

A Window will pop up and here you gotta fill down a UNIQUE ID of the Hair (Type in whatever you want that relates to the hair, in my picture the ID is called: aaaaflanjameshair1) then click on your new id and another window appears where you have to name the hair. (EX.= James Hair Geonox01)

Check the Playable box. There's a box below that says ADD NIF FILE. Add the Mesh File Corresponding to the Hair style you want. The MESHES folder will pop up, follow meshes/characters/hair/maxim male/geonox01.nif.

Then there's a box that says ADD IMAGE FILE. Add the Texture File Corresponding to the Hair style you want. The TEXTURES folder will pop up, follow textures/characters/hair/maxim male/geonox01.dds.

Repeat the process until you get all 3 new hairs with 3 unique IDs in the HAIR tab. DO NOT CLOSE THE HAIR WINDOW.

Open the Character/ RACE Tab. Look at the left column, and pick the race you want to add the hairs to, in the RACES list.

Tick the Body data tab. Drag all the New Hairs that you have just put in, one by one, to the HAIR Section of the Body Tab. Hit OK.

Close the hair tab as well, by hitting OK there too.

Click SAVE and exit the CS.

    OMG. But that's not all.

I have written a wall of text already. Believe me or not, adding the hairs via CS will take you liek 5 mins.

Load your game, open the console and type 'showracemenu'. Close the console, Choose the new hair in this regular hair menu that is showing when you create your character for the first time.

Open the console, hit esc, save in a new slot, then load the save u have just made. Phew. We're done, and look now like a real eyecandy.
    *Bows*.
