Sorry for the late response. I took it more as a request, which I can't fulfill, but thought I could at least tell how an intermediate solution is easily done meanwhile.
I did it myself years ago in a very cheap attempt to infuse some more life into my protagonist's fiance when playing with both, as a sort of placeholder, if you like, for a time that then never came.

I just took one famous female companion I was already interested in giving a try and "turned her into" Kaira with a few simple steps almost everybody can do (possession and use of the CS provided).

Just create a patch plugin for both my race plugin and the companion's plugin (using ESPs as parents might require use of the CSE or other trickery). In said patch simply edit the NPC and change their race to the one from mine.
If this happens to render them mute, just edit the race and switch its language source to the race the companion was originally of.
If worse comes to worst and they look bloody atrocious as a dragon, simply edit their face gen data and reset it to defaults.

That's how I made the famous Drow companion Viconia De'Vir look and feel like my Drake's fiance Kaira in anthro-dragon shape a decade ago.

Granted it's not as fancy as the real thing, a full-fledged companion with its own unique behavior, features and functionality, maybe even dialog/voice and story/quests. But nevertheless it's quite a useful make-do for the time being.

Again this would have to be done in my mod.
It's also explained in my description:
If flat chests on female dragons is unwanted, simply replace the file "meshes/characters/DrakeDragon/female/DragonUpperbody_dcpart.nif" with whatever default upperbody you prefer instead. As long as it is a TFF-based mesh it will work.

Well, the skin textures made for this replacer were all made for TFF. They won't wrap correctly around HGEC body meshes.

How exactly did you replace them? Do you now have a "meshes/characters/DrakeDragon/female/DragonUpperbody_dcpart.nif" with the normal breasts inside?

The flat-chested'ness can only be seen when nude or having a non-adapted upperbody clothing item replaced by the cloth wrap placeholders (if the upperbody slot was configured to not allow unadapted items to be worn). If you're nude, the file mentioned above is the one used by the game.

i took 2 separate TFF nude upper body files (the file from the mod requirement on your drake page and also from this mod: https://www.nexusmods.com/oblivion/mods/13356 ) and neither of them worked.

what i did was, copy/paste the replacement female body into the folder, then copied the name of the drake body before deleting it, and then renamed the new file with the drake file name.

dunno what i'm doing wrong, but with both tff files, nothing changed on cynder.

Ah, yeah, the other mod linked contains the same NIF files from a previous release.
And what you did also sounds right to me. So, why does it still not work?

Ah, damn, wait a second. What are we doing? It's about the upperbody, the one slot that's by default "not" replaced. I just unearthed and re-checked my scripts from the release 6 years ago, and this also means it won't equip the nude body from the file but just leave the nude body you already have, if you haven't configured your dragons differently.

Could you quickly check your current setup by entering "sqv DrakeDragonRaceQuest" into your console and searching the output for "forceupper" to tell me its value? If it's "0", as is the default, it would explain why playing around with overwriting the NIF file as we did won't have an effect.

I'm still wondering one thing then though... Why would you be flat-chested to begin with then?

Hmm, let's also check some other things. What distribution is your game from (Steam, GoG, retail disc, etc.)? What OS are you on (Win 7/8/10)? What mod manager do you use for install (NMM, Vortex, MO2, other, none...)? And where is your game installed (folder path, or better yet the absolute path to where you were putting the overwrite files up to now)?

Oh, yeah, and did my instructions about changing the Robert's Male lowerbody variant also fail, or did those work?

the male body worked just fine

and the force upper says 0

Hmm, that means mistaken folders or wrong file placement is out of the question. If it worked for Robert's Male, it must also work for the others.

And "forceupper" being "0" confirms my suspicion. The settings are at default, the upperbody items will neither get replaced nor will the default body part be equipped when nothing's worn, that is the file we previously replaced.

It explains why it didn't change anything, if the replaced file isn't even used. But that raises another question. If "forceupper" is "0", that means what you're seeing is the default upperbody every NPC has in your game. But then, how didn't you see other NPCs, and the female player, also having what you call a flat chest before either? And how by all means would you have installed a flat-chested body for all NPCs, and without knowing, to begin with?

Coming to think of it... we could really use some pics of what you see in your game ta this point. Maybe I'm misunderstanding or missing something more obvious. Feel free to upload the pics to my own mod page however you like.

what's stupid and doesn't make any sense, is that if i put armor on cynder, she has tits.

but the moment the armor comes off, she's flat chested. as for other females, the only other female you meet in the very beginning of the game, is the blades captain who gets murdered. and you can't strip her armor, only pick up her katana.

And I replied. I think we should also rather continue in PM, as the problem with Cynder being flat-chested no matter what we do is nothing to do with this particular mod and only ends up slowly spamming the comments here.

But it actually makes perfect sense you see the right bodies while wearing armor or clothing, because in this game your body comes with your clothes, it's "inside" every item you wear and exchanges the nude body you would otherwise see while worn. It's what makes mods like mine even possible to begin with. You "wear" the dragon body parts controlled by scripts.

I never really left, just my free time did. I'm still hanging around, and whenever I get a chance, which the last months just didn't happen, I'm still going to mod something. I just can't tell when that'll be. But this should better be discussed on one of my own mod pages as it's nothing to do with this here.

Yes, it can, just underlying certain restrictions as to in which slot and/or what. (My race is completely configurable to enable or disable forced unequipping of unfitting items for every slot individually. I myself am still not satisfied with the restriction imposed by the results though.)

Initially I was planning to do something like my race in Skyrim as well at one point, anthro-dragons. I could've done similar mesh and texture replacements for the Skyrim version as well then, considering this one didn't really take that much time.

That was before I was forced into inactivity by my job and... other things though. I'm now unable to play or mod the game, "any" game, for about 3 years already and still don't know when this hiatus will end. To make things worse though I apparently read too many discussions and mod comments in the Skyrim sections since its release 11-11-11 during this time. What I read in those comments and how those mod authors were treated by the ones they shared their work with for free made me loose any and all interest to mod this game and share my creations later, whenever I will be able to continue modding full-scale again. It is highly unlikely to see a mod from me in Skyrim for a long time to come, for both causes.

I was asked for permission and granted it by some other modders interested in converting my assets to be used in Skyrim some time ago, but so far I can't even find a WIP thread anywhere.
There are other, similar dragon race projects for Skyrim, the assets of which could also be altered to recreate Spyro, Cynder or others from the series. I for one will stick with Oblivion for the time being though. I'm sorry.

Just to make sure, you are playing a "female" dragon, aren't you? The "male" Black dragons won't be affected by this skin and keep their original one. Only face textures will change, as face textures are gender-independent in Oblivion, the same texture for both genders.

If the female Black dragon skin was never replaced, make sure you installed the files correctly. It should be hard to misplace, as the folder structure inside the archive mirrors the folder structure inside "data". It will not replace the texture file though, but rather install another one and redirect the race settings to use this one instead.

Thus it is paramount the plugin from this mod comes after mine in your load order (your game should actually CTD during the logo screen due to a missing master, if it didn't). And don't forget to recreate your bashed patch, in case you're using one, every time you altered/added/removed something in/to/from your load order or mod list!
