Sneak killed a lone guard, still got a bounty, travelled to a different city far away and still getting arrested. I had 100% chameleon on when I were at it!
I have this mod and "Real-Time Interactions" and RTL's required "MenuQue" too. I am using this mod with "Better Cities" with the cities set to the open type (via B.C.)
The other morning I racked up a 2k bounty at the docks in the Imperial City and escaped. Guards didn't attack me in the next town I went to, which is what I expected. Out in the country, imperial guards attacked me on sight. After a couple of in-game days, I went back to the Imperial City and all guards ignored me completely. I thought "Cool! My crime was forgotten!" and my bounty read "0". But then I went to Cheydinhal and my bounty showed as 2k and town guards attacked me.
I ran to another part of Cheydinhal and my bounty read "0" again. I discovered that in some parts of town my bounty read "0" and a few steps away my bounty read "2000". In Chorrol, some city guards attacked me on sight, while others just a few feet away ignored me totally.
I can't get the T.G. to take care of my fines because when I talk to them, my bounty reads 0. Yet I go back to another town and a small number of guards will begin attacking and I'll notice my bounty is "2000" again.
Love the idea of the mod, but this is all just nuts.
You probably won't see this since it was so long ago but in case anyone is interested in using this mod and may be scared off by this I wanted to let you know that you're likely having this problem because you either didn't read the description or perhaps had a problem with your load order or another conflict. Provincial bounties are paid off at your Doyen using the "Engage" feature from Real-Time Interactions. If you don't not have that installed and do not use the Engage feature, the Doyen will only have your bounty in their current province.
The INI is completely customizable. You can change the time it takes for a crime to be forgotton for each category of crime. Open (insert location where your oblivion game folder is)\Oblivion\Data\Ini\RTIPlugins and edit the ini's pmCrimeHandler.ini and pmRealTimeInteractions.ini however you'd like but be careful to keep a copy of the defaults on hand in case you go too crazy and break something with your edits.
I love this mod so much! It helps with immersion and makes the game so much better. It also makes crimes harder so I feel like i have to actually put effort in since the guards follow you if you're being suspicious -- which makes sense! My only issue with that same feature that I love is that..... guards run up to me to keep an eye on me even though they couldn't have seen me sneaking in the first place.... because.... i was undetected :( If anyone knows any fix for this let me know, I still love it anyways and it has my endorsement <3
Does one need the Real Time Interactions mod for this one to work properly? I don't see why one would except that it appeared as a note in the boss popup once and thought that was strange. Thought I'd clear it up here. Thanks very much in advance.

"If you commit a crime, then either kill, persuade, or bully all the witnesses before they have a chance to report the crime, then the bounty is removed. The options for this (other than killing, which is obvious...) are accessed via RTI's 'Engage' options"
So I guess if you don't care about these feature you can certainly try.
Hands down the best reason to install this mod is the guards following you while sneaking!! I will never play without this mod because of that. A must have if you are playing any character that sneaks in towns. Its so, so silly that guards just let you sneak around like its nothing, so you can just sit there and wait for the right moment for the sneak eye to dim like a troglodyte! Thats hardly gameplay.
This mod puts an end to that, thanks so much, going on a few years now that ive used it.
