Is Garius Mentus suppossed to say " Dont make me laugh " and my quest to join the Imperial Legion being completed ? Is that suppossed to happen? I completed the Story, and I set my fame to 0. Also typed in the setstage command.

If you go into the console and type ACTIVATE it will bring up a dialogue menu as usual. I don't know why it doesn't do this anyway but there you go. You should then be able to arrest. FYI if your disposition is low with that individual he'll laugh in your face and walk away or he'll attack you -- the guards will intervene though, so there's never any problem. And if you really want to get rid of the guy, you can just kill him/her. Shoot first, question later.
If you want to loot the person's body, you can use the same command!
where is this Trell NPC during the second quest i cant find him at all i have looked over the entire waterfront distrtict at least 3 times and i need help
Oblivion, if you are looking for his shack, you have to go to the Abandoned Shack near all the other shacks. When you find it, look in all his barrels and take his Diary. But if you are looking to kill when he is gonna take the Weystone, go to the Arcane University.
Someone help me! When I get my orders to arrest Thomas The Unclean for stalking a woman into the Church, my mission gets glitched! He just stands there, crouching and stuff. She never comes in. And when I talk to him, I get no phrase to arrest him! HEEELLLLPPP!! HELP ME, I LOVE THIS MOD AND I AM STUCK!
