There is a problem with the elimination of non-quest NPCs. If another mod uses one of the non-quest NPCs you eliminate your mod will conflict with said mod. The idea would be great for a vanilla game, but not so much for a moded game.
About light radii intersection elimination, what I myself understand by the name, is that when part of the radius of two different light sources are illuminating the same spot, you can eliminate that part in one of the lights, aiding FPS without changing how the scene looks.
And also... I'm eleven. So if you would explain what light radii elimination is I would thank you.

Also @David Brasher, thanks for the suggestions, and @troybayliss for that useful piece of info. But, @troybayliss, if you alter the mod load order, will that change anything?
I deleted a lot of clutter, mainly. Sorry about my lack of detail in the ReadMe. Lights, ambient or not, I delted some of. Lights drain your pc to a crawl, and kill your framerate. I apologize for my lack of knowledge; I am a beginning modder. Only been modding for almost a year. Mainly only for myself, so I don't mess with Oblivion's .ini files. Don't want to screw them up.
