to all who came to this forum thread, if you are using steam version of Oblivion and using obse, use Onetweak instead, fake fullscreen has unusual problem with steam version, not recognizing obse and fail to load. just google onetweak and youll find the one on Skyrim nexus. dont worry, even though it is on skyrim nexus, it works flawlessly with Oblivion. just put plugins folder in SKSE folder and move it to data\obse\ and you are good to go.
I have an issue running your mod with Steam version. When I click Oblivion_Fullscreen.exe I get window that usually appears when you run Steam version using obse_loader.exe, and then another window, saying that oblivion is not running.
I figured out this inconvinient way of overcoming: 1. Rename obse_loader.exe. 2. Run Oblivion_Fullscreen.exe. 3. Click play on first launcher window. 4. After appearing second laucher window, rename obse_loader.exe back to normal. 5. Game woks.
I VERY desperately needed this. I have a very large widescreen monitor so I wanted to game window to be as big as possible, but fullscreen mode likes to be naughty and cause a lot of issues. Yay, no worries anymore!
This works perfectly, and I can minimize and maximize the game window without issue now! (fullscreen was bad because if I minimized, I wouldn't be able to get the window to come back up again.)

Great tool. Apart from no stability problems when Alt+Tab it also enables me to watch TV and movies on my second monitor while playing Oblivion.

Really great file if your oblivion gots stuck its also easier to shut it down!!
Definitely makes the game more stable. Essential mod!
