Use Blockheadizer's special.bak utlity, extract blockheadizers special.bak utlity took in folder OUTSIDE of the oblivion folder, anywhere, even desktop, then extract the animations and place its mesh folder next to the special.bak utility tool, then run the tool, after install with OBMM or Wyre Bash.
Blockheadizer did not fix it for me. I'm sure it converted the file correctly and that I put the "Blockheadized" files in the correct place, but it's still just playing the vanilla run animation.
EASY FIX TO AVOID ALL NPCs BEING AFFECTED (2020) MUST USE TES CONSTRUCTION
For anyone too lazy to try this with TES Construction, don't be. Give it a shot. Download the KF File from here and put it in the SpecialAnim folder (The normal install of this mod). Then download TES Construction if you don't have it, its on Nexus. Once you have Tes Construction, open it.
In TES Construction: Go to File>Data
Activate Oblivion.esm (This is the master file).
Once you open this, TES Construction will open all information of that data.
Go under the NPC stack, and look for "Player". Just scroll down the list of characters.
Right-click on Player and choose edit. It will open a box, but just go to the Animation tab on the right.
Go through the animations and look for "Walkforwardfastforward.kf" -*Note that there are two of the same files. But activate the empty box, this will leave you with an black X instead of a check. This means it worked.
Once you've done all that, press ok to finish the edit. Finally, go to File>Save. It will save as an ESP file, so you must save this in your Data Folder (Oblivion>Data)
Thats it! After that, go play Oblivion, and you will see all of the male NPCs do not run around like a bunch of fruitcakes, and the females run less like stiff mannequinns. Special thanks to nao4288 for making a cool animation mod.

If a woman walking you describe as "Horny" then it sounds like you're the horny one, its literally just a woman walking, calm your libido and get over yourself.
Secondly, if you want male animations for walking then make one yourself, stop bitching at others to make them for you.
Hey man I know this is almost a year later, but check the newest post on here. I put step by step how to get this mod to work on Oblivion without effecting all NPCs and just your player model and female NPCs.

I don't want to alarm anyone - typically these types of warnings are a false positive - but my computer just let me know that these files could be "harmful" to my computer, both the original and vanilla. Also, when loaded in NifSkope, I see that the file path, next to the "Load" button, ends with \< >add name=. I'm not sure what this is. I'm not well versed in a lot of this stuff; just a modder that's kicked around here for a bit. But I don't remember ever seeing that in NifSkope... it very well could be that I haven't been paying close enough attention. Like I said, could be nothing, but something about it looked strange to me and I figured I'd post here to see if someone with more knowledge on the subject could enlighten myself, and anyone else reading these posts. Until a response is given I won't be using these.
@Murielkai - I realize this is a very late response, but for those of you with the same question, here is at least something. I'm not sure if these "running" animations (due to above issues) work with Blockhead, but I do know the woman's move "walking" animations do, at least as a PerNPC animation. I haven't tried it with PerRACE, but my guess would be that the "walking" animations would work there too, and also these as well.

Just FYI - a lot of mods here may cause your virus-ware to throw a false positive, most likely due to their ability to alter existing files. The Nexus had a built-in virus scan as part of uploading a mod...it's rare that anything dirty gets through.

Animation looks good, but how do I get backwards, left, right, turn left, and turn right? Do I just rename this one file? Would that work?
