I don't have any experience with this mod but the description says it creates a new race (based on the Imperial race, but to me new race = custom race). When you select a custom race in a new game what happens is the game doesn't know which voice files to use for Valen Dreth (in the cell across from the player). He needs to taunt you before the emperor will come.
There are different options for a fix. You can use the Unoffial Oblivion Patch or alternately you could use a custom race fix mod (example Custom Race Fix), in which case you'll also want a fix for the Boethia Shrine quest (the UOP includes both).
