for people who are english i downloaded this and sauron,the witch king and 3 nazguls are in the west weald inn in skingrad and i found 3 other nazguls at the inn of ill omen hope this helped
Don't forget Wawmet Inn, west of the Imperial City Stables, on the other side of the Bridge where you can get a Quest to slaughter some Slaoughterfish and one to collect some Wine Bottles.
