Love it so far. Great job. Also an idea, couldn't you teleport the NPCs to their dueling locations, then make it run the rest of the AI script? I'm also having difficulty with the one in Cheydinhal.
I really like the idea of this mod and the overall implementation.
Only met two of the duelists so far, but with both of them I had a few problems unfortunately. If you don't want any SPOILERS don't read any further (directed to someguy anyway):
First one I met was a guy in the Lonely Suitors Lodge in Bravil. Problem here was the duelist would always attack me, no matter what I did. My char was a level 3 mage and I'm using a mod that slightly increases h2h damage. I had absolutely no chance against that guy. After I killed him by using god mode I found out why. He has about the best h2h equipment available. All his stuff was enchanted like crazy. On one hand that made it impossible to beat him (and thus making it impossible for me to visit the lodge), on the other hand the equipment is quite powerful and expensive, more than a low level character should get his hands on easily. Why not simply give him a decent h2h skill instead of all this enchanted stuff? And I would like to have a choice. There is already a choice, but it doesn't matter what you choose, he will always attack.
Second one I met was Jean Galois in the Oak and Crosier in Chorrol. He came running into the tavern after I had talked to his wife (where I had no option to reject her offer - I would implement that since not every character will automatically follow her), but he didn't attack. Instead he followed me around like crazy. Even if I hit him he didn't attack. After a while his own wife started to beat him, but still no reaction from him. Not sure what went wrong there.
So basically I would prefer two things:
1. The player should always have a choice. It doesn't need to be the obvious choice ('I don't want to fight' 'Ok, then I won't attack'), but there should be a way to avoid combat. And if there is no way you should make sure that the player can actually defeat his opponent.
2. I don't want to find any expensive high level equipment on duelists. That ruins my carefully balanced game.

The updated cleaned version seems to be working well. I am know longer having any CTD issues when entering areas where these new NPC's are located.
