This is a very simple that change the walking speed.
In vanilla, walking speed is: 90 to 130 (depending on your speed atribute)
With this mod walking speed is: 140 to 200
Running and swimming speed are unchanged.
This my first upload on this site.

I have added a document file on how to change movement speed in Oblivion.
