edit: i feel stupid for my earlier comment. use it for your chars, duh! works wonder, by the way. 9 times out of 10, it comes up with a name that's at least usable, and it's pretty much a 50-50 shot at an awesome one.
I'll pick this up when I can-Right now, I just got a thing called Oblivion Magic Extender, that lets you make new, custom Magic Effects, so I'm reaalllly busy with that, aside from school. But I'll be sure to use this, and endorse it, when I get to making a boss necromancer dude that uses entirely new dark-arts spells ^_^

@Kalizar: That is a very good idea, I was thinking of using the OBSE string functions to replicate the code I already have in Java, but your idea is interesting. The problem I foresee is somehow making the program generate a name from a command in Oblivion. I have no idea where to begin with that problem, so I may have to resort to just scripting the code. Either way, I would like to see random bandit names in the game as well

I just added version 1.1 which adds a new feature: Titles.
It mixes up an adjective and a noun and adds it to the end of any of the generated names. Just check the "Titles" check box to start generating them
My favorite so far is: Ndeequa The Fumbling Torchbearer
