@MaskedWaltz - I may know why the dunmer hasn't come. Is your fame high enough for the dunmer to come? You may need to increase you fame by doing quests which increase your fame. In addition is your infamy higher than your fame?

In order to do the vanilla "Order Of The Virtuous Blood" quest you need to have a fame higher than 5.
If you have already done the vanilla quest then obviously it is a quest for the author.
@khamuy - I'm not sure whether you patch is still compatible with changes made in "Vampire Hunting - Order of the Virtuous Blood" version 2.9 (http://www.tesnexus.com/downloads/file.php?id=3056. This is because yours is based on the 1.8.1 version of the VH-OVB mod and several changes have been made since then.

There is full compatibility between the new updated Star X vanilla Vampires revised mod and this patch. You may use it with no problems.
