I put together an XBT for Open Cities Classic 3.5.4, complete with an OMOD script I wrote myself. I've included enough comments that it shouldn't be hard to figure out how to update it for new versions if necessary.
(*) @Additional info for users: every mod not donwloaded from Texnesus, etc. includes its download link (applicable for Japanese and Russian mods) in public forums or webs.
@scenttree: I have just discover when updating the lists that the snippet site -ideone.com- has cut my submissions to a limit of characters in one file and the others can not be updated due to that limitation. The last OCD lists update includes an error related with the HGEC_en list http://ideone.com/G9yQX. This new site supports files up to 2MB, enough for the submissions.
The update including the last submission too, just overwrite the old files:
All the files in .xbt (decompress with 7-zip beta): http://www.4shared.com/file/tyFqGxdZ/ocdlist.html (61 kb)
(*) @Additional info for users: every mod not donwloaded from Texnesus, etc. includes its download link (applicable for Japanese and Russian mods) in public forums.
@scenttree: Seeing how the snippet site works I have a suggestion, add only these mods to a new OCD list (it doesn't matter the name, date for ex.). I will update these 4 links periodically so you only will need to copy/paste the entire list again to the file -not possible if you mix these submissions with others-. One thing more, don't change anything in the Japanese/Chinese list even if it seems to be strange. The characters, hex code, symbols, ... have been tested to be the exact name shown by windows when downloading from the web.

I made an OCD List of all of the mods I have using your OMOD Creator. The majority of them are fairly popular so it would make peoples lives (including mine) a lot easier =).
Thanks. All I need though is the omod conversion data and the filename of the archive that the mod is packaged in.
When an archive with the correct filename is imported in the OMOD creator, the fields (name, version, scripts, etc.) are automatically filled in and an image is downloaded from the internet if necessary.
With the OMOD conversion data I can easily convert it and put it in the next OMod Conversion Data List update.
I have the structure of almost all the mods installed, names, images for some of them (armors, companions, ...), etc. Maybe some fields are empty (at least author & web in all the cases). Scripts are added to many of them (according to variations, body meshes, textures, ...)
If that is useful -Omods with scripts definitively are useful for advanced users (some folders are renamed from the original for that, but they know what is the method for make it work...)- I will upload all the mods, at least you will have 50-100 templates with scripts from Texnexus and others from Jp webs.
About the rest -without scripts-, all are in Omod format with the proper structure & fields (except Author & web). The same is applied, so let me know.

EDIT: added a link with all the files.
I have divided the OCD lists having in mind my own considerations (no doubled entries), unite them into a file.

Save the file in the OCD Creator and upload it's contents to a snippet site

and submit the link
