Unfortunately, the only download left of that mod on the nexus is the german version. If People are still looking for the awesome outfit used in the main photos for Silver Ranger, follow this link to an active download for Abbotsford Shop. The mod author seems to have left the nexus in order to establish their own mod site (featuring only their mods and projects).
I see no other people has offered any solution here so here we go.
For those of you who can't get the animation to work, try using OBMM to install the files instead. It seems to be that when manual installation is adopted, the game doesn't recognize any changes at all. It doesn't look like a mod conflict either, as I have both DMC stylish, as well as cat walk mod installed. It may have something to do with Steam, as most people who reported an issue with animation mods seem to be using steam version of the game.
It didn't work for me at first, but after I install it through obmm, it works like a charm. If you don't know how to install non-omod files on obmm, google "obmm create omod", that should be enough for you to figure out the rest.
