In the mode Target's View, NPC does not move up the air with the help of the command tcl, only at ground level. NPC can not be moved to stones... It's normaly?
Well, I thought this Animation function is not necessary because the mod shall just give you the oportunity to move a npc, on which an animation has already been casted on.
And it is possible to make him stay in place. Just move them a bit, press Enter and select "Anchor Position". He won't move anymore.
Perhaps you could develop it further. As a example.. the groovatron mod for fallout offers npc control via hotkey and it also intergrates poses.its awesome for grabbing a npc and giving them the sit pose and then moving them to the chair.or just give them a drink animatation and move them to the bar.possibilities are endless.you can check out the mod at http://www.fallout3nexus.com/downloads/file.php?id=3284
would be cool if you could add some of the functionality to your mod. especially a hotkey for quickly grabbing and moving your npc and a hotkey to hold them in place until you cast a animation on them.
To Bobafett - Actually there is a mod that lets you take control of NPCs. Cast it on any NPC to take over their body and then you can walk around as them. It's still in the beta stages though, but it works. http://www.tesnexus.com/downloads/file.php?id=7132
when you are boating or driving, the object you're controlling is very big, the player is moved into the vehicle and it looks like you have the sight of the vehicle.
For persons it won't work because you can't hide players very well in other persons. I tried that already.

Well, this is based on the way
1) Oblivion clones the NPCs
and
2) this Mod was never intended to clone companion NPCs
if requested, I could add this function in the next Update.
