I disagree with knight4650. You can indeed go to the testinghall and pick it up. But instead of appearing in your Inventory, the weight adds up, the armor dissapears. The only way to actually WEAR it, is mods like these. I consider testinghall as a major cheat and I would only use this mod if the worth of gold is 0. Else you could sell it, and make even more money. I consider that cheating too. The only mods I use are mods that either make the game harder, or armor/weapon retexture that don't effect the price, armor rate or anything else that mostly gives you profit. Anyhow, it's good to see that people make these mods. I'm not using it since I did new game with Light Armor. But keep up the modding work!
theres a way to get thiswithout any mods. open the console and type "coc testinghall" and you will go to a place with hundreds of doors. go find the doors with white lights over them. one room should be called armor warehouse. it contains all armor in the game including imperial palace armor. go next door to the clothing warehouse and you will find the emporors robe. what i'm saying is that bethesda couldn't equip armor on somebody unless there was another copy somewhere else. this works with all items. anyway what im saying is that every mod that does this is making two options to get one thing.
