Hiya Lordspence. I think this is a great idea. Although i have some suggestions to make it more appealing.
You could make it into a quest where you have to find this supposed ayleid kings tomb. Maybe he controlled the weather with a magical ring or amulet or even a magical book that grants you 6 weather spells. Doing it this way would allow the player to change the weather wherever he or she goes in cyrodiil. Just a thought.
