@xxlord_kha.... its an ayelid ruin north of Chorrol near the border betwen hammerfell and cyrodiil.
Go to http://www.uesp.net/wiki/Oblivion:Lipsand_Tarn
and click on show on map and it will pinpoint the exact location for you.
one other thing. make sure you have cyrodill borders disabled in your ini.the mod doesnt work properly without the borders disabled.
in your OB ini in my documents change bBorderRegionsEnabled=1 to =0.
