   For anyone who can't get this to work with their bashed patch, you just need to add the Actor.Spells bash tag to this mod.

   No, Athragar does NOT have the spells.
   
   I loaded a fresh, completely unmodified copy of Oblivion, added this one mod, and Athragar in the Chorrol Mages Guild, who is the one who should have the spells, according to the readme, DOES NOT HAVE THE SPELLS.
   
   I then loaded a fresh copy of Wrye Bash, and built a bashed patch - still no spells.
