I am 99% sure that it will only affect you if you also run other mods which edit the Wood Elf race, if even then. Also, when you say "perks" and "perk points", are you talking about Skyrim? This is an Oblivion mod, unfortunately... I might create a similar mod for Skyrim when the CK comes out.
This is definitely a plus for me in gameplay... but would anybody know if this may cause any bugs in game regarding stats (Magicka, Health, Stamina) and Perks such as levels or Perk points you haven't used yet.
