I'm testing this mod with a VERY small load order (like 7 other mods) also on a fresh play-through. I will be back to do a full review of this mod so other may decide if its right for them.also downloading via Vortex
The legends says he still testing each aspect of this mode to give to us an ultimate review of this one... Yeah.. a serious man, i cant understand his motivate do do this, i mean he alredy spend around 2 years of his life to test it...
So I do really like this mod, but something's disappointed me. I'm level 20-something, so I went to do Boethia's daedric quest, expecting a massive fight - I mean, the fights here are hard enough usually, but I was hoping they might be even tougher with this as it wouldn't be scaled exactly to my level. But every other combatant just has iron equipment. Iron swords, iron armour, iron everything... so I damn well cut through them like butter. I breezed through all in just a few hits. I even uninstalled the mod, went and waited somewhere else for several ingame days, and I know the world has respawned as bandits now have glass equipment again... but there's no change to the fighters in the Boethia quest. In fact, they have the EXACT SAME equipment. Still the exact same lesser staff of burden, the exact same iron mace, everything. Their equipment isn't just woefully underlevelled, it's static.
I started a new game, used the console to set my level to 20, waited several days to make sure the world adjusted to my level, and then went straight to the boethia shrine. That time, all the fighters had strong, enchanted equipment, so it's definitely this mod. If you start a game with this loaded, looks like all their equipment is already set as the lowest possible stuff and is static, and uninstalling makes no difference, which is very disappointing. There was no challenge at all. I don't know if this is the only thing affected, but man I hope it is.
Oh whoops, I honestly completely forgot this mod existed. I haven't even looked at it for a decade. Honestly, to save you all some headache, go download one of the tons of mods that do the same thing, but better. Like say, Oscuro's Oblivion Overhaul, which has a ton more features.
I mostly made this because I was annoyed at the level scaling when the game came out. There's many, many better alternatives now. But thank you for the enthusiasm! :D
But I don't want OOO or any similar mods, because they add too much stuff and it feels cluttered, out of place, or makes the game too difficulty to play. Please update this mod.
Posts like that let you know if one of these older mods is worth downloading, and they indicate that there is a demand for that type of mod, as the more up to date mods tend to add on a bunch of other stuff that people may not want.
I will be trying this out. The trash leveled item system is why I have avoided replaying Oblivion. Where will the high leveled items be available? Or is that not addressed in this mod?

I want more creatures to spawn at lower levels but not at the cost of good loot drops at higher levels. Bandits having that gear never bothered me, its not having more creatures at start that does.

@Karl-reid: The mod does not affect Shivering Isles; I made it long before it was out, though I should get around to making a SI part too.
@agussalim: You should be able to find ebony/daedric stuff in dungeon chests, a couple of baddies, and rarely, from merchants. It's still there, it's just a lot more rare than before.

Edit: Truthfully, I'd completely forgotten about this mod, since I haven't played Oblivion for a while. But I'm working on a new version now.
Perhaps you can tweak the lower-level lists a bit? Here I am a level 7 getting killed by a clanfear in the Kvatch oblivion gate, after having to fight 3 brown bears on the road between there and Skingrad.
Here I discovered too late that this mod just fucks up the game for lower levels. I'm level 10 and I entered an Oblivion Gate with nothing but the strongest kind of Dremora, Daedroths, Storm Atronachs and a freaking Spider Daedra, I mean come on
