This mod adds a lesser power to your character that allows you to toggle an automatic arrow recovery ability on or off. When the ability is active any arrows within 256 units (about 20-25 feet) are automatically picked up. (The effect is similar to that seen in many FPS games) The ability does not work during combat and will not steal arrows. I usually leave the ability on always, but I included the option to turn it on and off since the script may cause stuttering on older processors (although my own computer isn't exactly new and I haven't had any problems).
This ability also recovers arrows from fallen enemies without having to open their inventories. This is convenient but also makes arrows much less likely to be destroyed. If this is an issue for people I may release another version that gives an arrow a random chance to break. (As of version 16, OBSE does not have a function to return the ref of projectile's target; if and when such a function becomes available, I intend to make the chance of an arrow breaking dependant on the object struck.)

Known Issues:

This mod should load after any other mods that change the chance of an arrow being added to its victim’s inventory. (eg. Francesco's and most archery mods)
The ability will not pick up arrows if they are in a cell owned by someone else even if the arrows are your's.

Installation:

Copy the file into your Oblivion\Data directory.
Activate "Fast Arrow Collection.esp" file from Data Files in the Oblivion Launcher.

Uninstallation:
--------------
Remove the file "Fast Arrow Collection.esp"
Since this mod changes a game setting you will need to change it back. Open the console and type "SetGameSetting iArrowInventoryChance 50" without the ""s (50 is vanilla default value)
