Just FYI, the version included in the download archive is not the one shown in the screenshots, and has an added set of pointy lapels in addition to the choker collar. It looks pretty cool. Or it would, except that the texture path is invalid, so it shows up blank (in-game, it's glaring white). Someone on another board identified this issue and how to fix it several years ago, but it's hard to stumble across that, so I uploaded a patch here (requires the full original mod, and just replaces one file).
I wish that skimpy mods like these didn't show up in the non-adult list. While nothing sexual is showing, it's pretty damn close. I'm old enough to see the less appropriate clothing and armors, but I still wish they were better organized. Plus, how is this armor? It's in the armor section.
It's armor because it's coded as armor items. Of course it's impractical as protection. The files are organized by object type, not by realism level (in which case everything to do with magic and monsters would have to be dumped in the "Unrealistic" category, since we don't fight goblins with drain health spells on the subway when we're going to work. Heh.) Mods like this are for playing dressup with the PC, doing screenshots, and keeping particular outfits on companions (i.e., give them a high-value set of "armor" instead of base clothing, so they they wear it consistently and don't equip random loot armor you have them carry to the merchant to sell off.) Most companions come set to Essential, so they can't die, ergo whether the armor was really protective or not is irrelevant. If that's not how you like to roll (I don't), you can use the CS or various other means to turn off their essential status, give them practical gear, and try to keep them alive. That's how I play Morrowind, but Oblivion is honestly just too damned tedious in too many ways for me to bother with it. It takes like 20 seconds just to open a container sometimes, and ever NPC wants to yakketty-yak before during and after every transaction, and the inventory/journal menus take forever to find anything in, etc., etc. I just don't have time to play babysitter at a detailed level. Just dump entertaining gear on the companions and go.

This looks very nice! Is there a way for you to separate the wings from the outfit though? I still want the wings to be included, but not have them attached to the armor. I saw some other people want it removed completly, but I think you should just make it optional to have them separate articles of clothing.
