Please refer to the updated TARDIS in the link I posted bellow, but if you really want to use an older one, the TARDIS should be in the same location, which is listed in the readme, and the first picture in my mod shows the location. If you are running Open Cities, or any other mod that significantly changes the exterior Palace cell, then the TARDIS will not appear, and you will need to use coc to get into it. If that doesn't work, then try the newer version and post there if you have problems after reading the readme.
Sorry, I sort of stopped handling the support for this mod when I posted my updated and fixed version, and I don't know where Drekmoor has gone, or if he intends to support this any longer. I would recommend trying my new version (it was created working from Drekmoor's last beta as a base, and you can find it here: http://www.nexusmods.com/oblivion/mods/43304/? ). Just be sure to uninstall all older versions first, or at the least uncheck all the files for them, including the masters. And do read the section of the readme on installation and incompatibilities.
