Is NMM capable of installing .omod files anyway? If not, it won't install it properly. That, and many other mods that are not packed in a standard way, as I heard.
Normally I'd say: either use either dedicated mod manager for Oblivion, or manual installation. But for this mod you'd need Oblivion Mod Manger -OBMM.
Had to download & install OBMM just for this one mod, when I'd been getting along great without OBMM for years. Downloaded the zip version, but it's just a few textures that don't overwrite the existing map, and nothing to tell Oblivion to use them. Couldn't find anyone to confirm whether it worked, so just took the time to d/l OBMM & use it to install this version. The map is simple, but nice, but if you're not already using OBMM, I'm not sure it's worth it.
For anyone that comes by this mod in the future and wants to use it with NMM instead of OMM, there is a zip version that should work with it: http://www.nexusmods.com/oblivion/mods/1951/? I got mine to work a more convoluted way, but this way should be fine and is definitely simpler than what I did.

BTW this mod was uploaded more than 10 years ago... Do you really thought that the author would care for you not clicking...
