This mod edits sound effects and attaches ambient noises to objects. But, my bet is that when it modifies region points, those are wild edits, like moving mouse too much in CS maybe, but I'm not sure. They appears to be moved slithly. Apart from that it edits weather slightly, but that wasn't the point of this mod, so I'm not sure what to think about it.

I didn't change or add anything... it was all PirateLord's work. I was re-installing Oblivion and couldn't find the updated version here on TESN so I checked my backup discs and found it so I uploaded it here.
