Because the maker has been dead for several years! If you read back a few pages through posts on mods you can normally find some very helpful (and polite) posts from people who really would like you to enjoy your game.
Vortex can be a bit finicky with old games like Oblivion. Try NMM (available on github) or OBMM (available here on nexus) instead. But do try and see if Vortex can make this work :)
Please don't use NMM, OBMM, or Vortex. Use either Wrye Bash (works best with Oblivion) or Mod Organizer 2 (more modern, more features, but doesn't work as well with Oblivion). NMM and OBMM are wayyyyyyyyyyyyyyy outdated and are terrible for new modders. Vortex doesn't work well with Oblivion. Again, use either Wrye Bash or Mod Organizer 2.
its not working for me i got the mod manager and i put the files all in a fold on my desktop but when i creat omod i click on the folder and nonoe of the files are there. are they supposed to have .esp on them?
I am setting up the download but it won't let me install. It says it wants to go to Oblivion's game directory.... but that's exactly where I'm trying to put it. I don't really know how to work around the installation not understanding what the oblivion folder is.
Here is the way I do it. Go to (It's in local disk for me, up to you) Program files (x86)> Steam > Steamapps > common > Oblivion > Data (inside the Data is Directory). And that's where you put your mod manually there. Don't forget to read the README, instructions on what file to put in there (Oblivion Directory).
Like user SDRDSR I am missing portions of Frostcrag Spire. The door and some of the decorative bits and platforms are there, but the tower walls themselves are missing and you can walk through the areas where they would be. Does anyone have a fix? If it was just cosmetic I'd be fine with it, but I'm assuming once I finish the quest and can access the top of the tower that I'd just fall to the ground and die after walking out the door.

Does this mod work on Vortex, yes or no?
Can I drag and drop the downloads into Vortex, yes or no?
But do try and see if Vortex can make this work :)
