No matter what I've tried I can't get this (nor OBSE Elys USV AnathemaStudio Update) to work. Can't figure out which of my mods could possibly conflict, and I've used this mod successfully several times in my past runs throughout the years with wildly different mod loadouts.
I've tried using the older version of this mod, older versions of OBSE, made sure to install it in the correct folder (C:\Program Files (x86)\Steam\steamapps\common\Oblivion\Data\OBSE\Plugins); totally stumped. Maybe I need move my oblivion folder out of the Program Files (x86) directory, but that'll be a tedious last resort.
Edit: Found out that it does actually work when I tested it with other mods! But, for some reason there are a few mods where a few of the dialogue lines from them are silent, yet don't last 8 seconds. I think that is a problem with those mods themselves.
As far as I can tell I've installed this mod correctly. The files (Elys_USV.dll, Elys_USV.lip, and Elys_USV.mp3) are in my Data/OBSE/Plugins folder, but it's not working. I have dyslexia and read a bit slow, so I need some time. I've even taken a 30 second silent recording from the "silent tracks" mod and renamed it and used it to replace this mod's eight second silent track and it still gives me about 3 seconds per line. I'm not sure what I'm doing wrong, but it's maddening as any mod I use that has dialog and isn't voiced I pretty much miss out on at least half the dialog. Can anyone help?
Edit: Nevermind, I found an updated version with a 30 second silent file and it works like a charm! You still have to set up the folders, if you want to use a mod manager. I use Vortex and what I did is install it with Vortex, then go into the Data folder and move the files to the Plugins folder. Hit the chain link at the top of Vortex to deploy the mods and Vortex should pop up a window that says, "Mod files were changed outside of Vortex. You can undo these changes now or apply them permanently." Make sure the drop down window says "Save change (delete file)" and click confirm. If you do it this way, you still have a direct link to the mod on nexus in Vortex and the mod will be installed correctly and managed, but you can also d/l it manually, set up the folders, then drop the folder into Vortex to install. No need to repack it, but you won't be able to right click on the mod in the list and choose "Open on Nexus Mods" to go directly to the mod page. Hope this helps anyone else having issues!

Weird thing is I recently had a hard drive crash, which had a full install of Oblivion and a bunch of mods. After getting a new drive and rebuilding Oblivion from scratch I downloaded Ely's from the FILES page, and it was just as everyone above me says: text stayed onscreen just 3 seconds instead of 8.
Fortunately, in the past I'd gotten into the habit of backing up everything to an external disc. The entire Oblivion folder path, the entire Skyrim folder path, etc. So the way I fixed my Ely's issue is I copy/pasted Ely's files in the backup disc's Oblivion build into my new drive's build.
Good to know of the solutions above too, though. Just in case.

No one answered, so I will. Do you really need a manager to make Ely's happen? I've always just put this particular utility into my Oblivion folders manually. It becomes a background program, which never needs to be turned off. Yeah, just install it manually.
FOUND A FIX TO GET MO2 TO INSTALL THIS MOD PROPERLY!!!!!!!!!!
1. MO2 should say something like "the content of data doesnt look valid" 2. right click the data folder in that window, press "Create directory" and name that directory "OBSE", click on the arrow next to the "OBSE" you just made so that the arrow becomes diagonal, then you can drag and drop the mod files into the OBSE folder you just created. (BY NOW, MO2 THINKS THE CONTENTS OF DATA LOOKS GOOD, BUT IT ACTUALLY ISNT SINCE THE MOD ISNT INSTALLED PROPERLY YET) 3. Do the same thing you did to create OBSE, instead do it on "OBSE" instead of "data" and name the new directory "Plugins" (capital P just to make sure), click on the arrow next to the Plugins folder you just made so the arrow will point diagonal and then drag and drop your mod files into Plugins.
Now MO2 will allow it and you can have this mod managed and no need to do manual!

I could tell this fix based on how other OBSE plugins are laid out, but I had no idea you could create directories in that menu in MO2. Thanks for the info!
I think I'm gonna try it... it seems it requires this plugin, but the .dll extension from this plugin should be renamed instead, so it won't load as dll.
Maybe it's just my issue but when I use this mod ALL dialogues in the game now get this 8 seconds delay. For example the replicas in the dialogue between the Emperor and his Blades at the very beginning of the game are delayed for 8 seconds each(!) and it's extremely unnatural and annoying. Can somebody else confirm this issue? Maybe it happens because I've switched all game subtitles on and this mod delays them too.
I've never experienced such bug after the uninstallation of OBSE -Elys- Universal Silent Voice, so unfortunately can't help you here, sorry.
LenaWolfBravil suggested here that the 8 seconds delay in all conversations happens only if all subtitles are enabled in the game options while this mod is also loaded. I like to have all subtitles enabled, so I've uninstalled this mod and use now Protocolled Dialogs instead (which was also suggested by LenaWolfBravilhere, thank you Lena!). I find it as an excellent substitution of this mod in all cases when the dialogue topics are not voiced or you just want to consult the previous dialogue lines once more. I recommend to try Protocolled Dialogs, you won't regret it! Although it was designed for Morroblivion in first place, it can be also used with original Oblivion as well, even along with other UI mods like DarNified UI or Northern UI. You can even adjust the position and size of its scrollbox on the screen, as qwertyasdfgh proposed here.
Thanks for this! I copied the files into my Oblivion/Data folder, overwriting the existing one, but the dialogue is still 8 seconds long. I have checked the mp3, and it is indeed your 1 minute version in the Data folder. Any tips on what I am doing wrong?
EDIT: nvm, wrong folder, it seems it goes to Data/Obse/Plugins ? Or so I think, because it now works perfectly! No more stressful dialogue reading! :D
Such a neccessary mod, it simply can´t be missed as it even fixes several vanilla game problems with dialogues skipping. And most mods that add NPCs or quests are bound to need it.
The mod won't be recognized by Vortex or any other auto loader, you will have to physically drop the files into the OBSE folder and that's it, simple fix but good info so others don't get stumped like I have been the past couple of days.

morrowblivion has longer section of dialogue which dont fit in 8 seconds if you want to fully read as apposed to skim.
