You should be able to use one, the other, or both. The best thing would be to merge the Bound Armor plugin using import graphics in Wrye Bash, saves you a slot and makes it more compatible other mods.
This may be a little late coming, but we've only had the ability to create new comment topics recently. The most common questions I have been asked are the following:
Q: I can't find the shack. Did I install wrong? A: Make sure your game is patched to version 1.2.0416, the latest version for quite some time. This is a good idea anyway since it fixes critical bugs. Beyond that, be sure the ESP, meshes, and textures directories are in Oblivion/Data/ and that the ESP is active.
Q: I didn't get my items back! Where are my items? A: Your items are in a pod on the second level. Go back and search around, everything should be unlocked; nothing should stop you. I wanted to avoid the pervasive hand-holding of TES4, but I was probably wrong to break custom. I apologize for the confusion.
Q: How do I get rid of the Teleportation Index? *Fixed in 1.02* A: It seems you don't in the current release. I intended for it to be a loot item to sell or display, but this was my first quest and my knowledge of scripts is limited. I erroneously assumed Oblivion would release 'quest item' status when a quest had been completed. I should have fixed this by now... sorry.

edit: Removed the Replacer Batch, now unnecessary.
