As an update, it sort of worked but then it stopped. This crappy mod caused my loading screen to prematurely end (so bar wouldn't fill most or all the way), and also the black transition screen would just "blink" instead of "fade". I've tried everything from reinstalling all my mods to verifying game cache to updating GPU drivers to changing load order to creating fresh saves of my character that don't have the mod data baked in.
All attempts to fix these bugs have failed, except for 2 "solutions": remove BashedPatch.esp and create a new one, as well as starting a completely new character. The first actually removed the premature ending of the load screen, while the second removes both albeit it only applies to a new playthrough instead of my current one. And yes, I've also tried clean save procedure along with teleporting to TestingHall, waiting for 72 in-game hours, and then teleporting back to Cyrodiil; sadly, these didn't help either.
I replaced OBSE with xOBSE since somehow the former was causing the black screen (occuring between load screen and new area) to cut out instead of having a fade in/out effect. I tried literally everything I could to fix that issue (aside from reinstalling the game), and only that has worked. My hypothesis is that SM Regional Bounty and other mods I implemented somehow corrupted OBSE, but I'm not a modder nor an expert in computer science, so I can't prove it at all.
I do have a background in coding and tech, but I have like 0 knowledge with game development, so you probably know way more about this than I ever will. Is there any fog-related crime reduction you can put in? You can't respond to what you can't see, just like in a heavy storm at night. Time of day should matter, as well as weather.

Found a slight incompatibility with Alternative Beginnings. If you use SMB and AB, choosing the outlaw in the wilds option, you won't start with the bounty you should. I tested with SMB below AB (where BOSS puts it) and above. Without SMB, that option works as intended.
This is probably just me, but i kinda like this. I like starts that place me in the middle of nowhere, and this gives me another one without having to be classed as a villain from the start.. heh
I am playing this excellent mod, and have a question on how to:
Say I get bounty in Cheydinhal for stealing a horse. Now I want to pay off the thieves guild fellows (Armand Christophe or Skrivva), but when I get to the Imperial City or Bravil, the bounty gets reduced to 0 (as it is regional to Cheydinhal only). So how do I pay off my bounty?

@ITPaladin: nope, because guards can still hear of a crime and it's their duty to go and check it out. This is especially true for quiet night periods, when someones cry "Help! A thief!" will stand out more then during a noisy business daytime.

Is there a way to disable guard knockouts? If I change aaBountyConfig.bKnockOutOn to 0 would that do it?
