Read the description on the front page for installation. It is very easy to install manually. You just put the .dll file into the OBSE Plugins folder and all should be good.
Because of the age of the game, and the file structure I highly suggest that you use WryeBash for adding most mods to Oblivion. If you look for BAIN format mods they have been set up to work with WryeBash.

Just to unequivocally confirm, this DOES NOT work with Vortex. Vortex will place the file in the Data directory instead of the OBSE Plugins directory. Manual installation is necessary, but it's very easy and Vortex can help. Go to the Mods tab in Vortex, click "Open" along the top (folder icon) and then choose "Game mods directory". The Data directory will open up in a new window. Go to that window, and browse to OBSE, then Plugins, creating each if they're not already there. Then, drop the .dll file from the manual download into that folder.
Wrong. Vortex works fine the author did not package the mod using the proper file structure, as you will find is true with MANY older mods. It's an easy fix.
@mrjwmorse - There is no 'proper' way to package files like this, there's just varying degrees of compatibility with various mod managers. Vortex didn't exist when this was first uploaded, so I am not sure why you think the author should have pre-emptively packaged their mod for a loader that didn't even exist. Also, simple stuff like this is just drop in place. If people lack the capacity to figure out the basic aspects of directory placement for specific files, then they probably shouldn't be fiddling around with mods.

Yes there IS a "proper way" to package an OBSE mod, you package it like this in the zip Data/OBSE/obse.dll This is packaged without even a DATA folder, because these older games like Fallout3, Oblivion, Morrowind were made before Mod Managers, or Mod Managers were just starting to come out, and there was NO STANDARD for zipping up mods, because it was assumed people were installing them manually.
is there a way to make attributes and skill effects work past 100 without uncapping the leveling. i just want to make skill enchantments and spells not worthless in endgame.
hey,hello again. yes,its work. by jacking up my blade skill to 210 via console command, my strengh adjusted to over 100 point. im not test on enemy yet
I dont know if this is known but, there is a small edit file in the readme that goes into the OBSE plugins folder that allows you to tweak some of the mods features. For example I disabled the magicka cost decrease at 200, so I can skill have magic skills at 200 skill level, but you dont get any reduced magic cost past 100.
you must download the new version of obse (there is a version for steam and another one for gog) under Data of the main folder of Oblivion you must unzip the zipped file of obse and it will create a folder named OBSE create a Folder with name Plugins under OBSE copy the OBSE_Elys_Uncapper.dll and OBSE_Elys_Uncapper.ini inside Plugins folder enjoy it works i use it with also Oblivion Scaling Unclusterfucked mod
Oblivion -Elys- Uncapper is an excellent mod, but decided to go with AV Uncapper instead based on this conversation, I started here... and continued here... How are you finding the Oblivion Scaling Unclusterfucked mod? Does it make the game harder or easier... more or less immersive? I am thinking about it, but not sure about it because it is a lot harder to get good weapons and armor.....
I was wondering about that myself. A few screenshots of a character's Skills (before and after this mod) would have been nice, or perhaps even some screenshots of a Mage with 200 in one of the spell skills creating a high-octane custom spell. Like blasting everyone within 50 feet with 100 Fire damage for 15 seconds. Destruction rocks. :)
