This mod SHOULD BE useless, as it contains only dirty edits.
Incidentally, if you load it after the Bashed Patch, it happens to fix the quest, but it also overrides the USIP scripts for SE11b quest and a lot of other vanilla scripts, as stated previously by cridus. The tutorial quest reappear active in your journal as if you started a new game.
It cripples the lorescript (?) and breaks some COBL functions.
I agree, installing it is a very bad idea.

However the statement "update UOP and USIP and all is fixed" is also FALSE (at least for me).
To make the quest work, I had to re-assert the USIP script

    SE11bStandingStoneSCRIPT

using TES4Edit's function "copy as override into..." a special esp loaded after the Bashed Patch. It's a bit odd because the other mods in my load order do not introduce conflicts with said USIP script, but that's how I got things working.
Good thing I had a savegame at Milchar ready for the testing.

Note: my Oblivion-SI is not the english version.

ok, so, I installed the latest versions of the UOP and USIP (v3.5.4 and v1.5.8 as of today) and the bug was fixed. don't use this "mod". restoring every script of the game to vanilla is surely something you don't want to do to your game.

    it's a bit late but...
is this mod safe? it modifies a bunch of (if not all) scripts. it has a ton of conflicts with other mods, especially with the UOP, USIP and UDP.
is it ok if I activate it just to progress in the quest and then remove it? I ask because in skyrim doing this sort of things is a no-no, and especially with mods that modify or add scripts. I don't know how it works in oblivion.

edit: this mod overrides every script in the game with the vanilla ones. it's probably very bad. I modified it with tes4edit, left only three scripts relevant with the bug of the clone not appearing and it still fixes it. really, this mod as it is probably breaks way more stuff than it fixes.
I still don't know if using it just to finish the quest and then removing it doesn't cause problems.

For anyone having problems with this mod - put it last in your load order. It helped me and i finally was able to progress with this quest.
But be careful - it was the hardest enemy I've ever met.
