This file absolutely gets my endorsement! it gives magic the buff it needs, while adding the cool spell effects that didnt make it from Vvardenfell. I'd recommend it for magic users and non-users alike!
Supreme Magicka's middle ground is indeed the best one. On my first playthrough, it got to the point that all I really had to do was Finger of the Mountain everything to death, because nothing else was powerful or useful enough to be worth using. Supreme Magicka's overhaul explodes your potential arsenal while reining in certain previously overpowered spells, forcing you to think more tactically and most importantly, gives you a plethora of ways to overcome challenges. It has enriched my mage playstyle like nothing else.
My favorite moment using this mod was during the Knights of the Nine. Faced with the Leap of Faith quest, I was unable to find a way across to the Mace of the Crusader and was loathe to look up a walkthrough. So I did what any self-respecting mage would do - I turned to my spell book, and used Blink to bridge the chasm and Telekinesis to steal the mace. ARCANE MIGHT TRIUMPHS OVER FAITH!

I have used Midas and Fearsome Magicka, but this is the first mod that convinced me to spec as a mage.
