Bit late in the day for answering but yep {{BASH : graphics}} tag is definitely a good idea to add
In theory the armors altered should have exactly the same stats as the Original Frans so a bashtag should not be needed but having the bash tag and using wrye bash eliminates problems and is recommended (that's the way i do btw)
Is this all that is necessary for a proper install?
Actually I've now figured out how to do it without having to unpack/rename the BSAs - In Oblivion Mod Manager there's an option to reset the date stamps of the BSA - do this and then Oblivion will look for the meshes in the data folders rather than the BSA.
I tried unpacking the original BSA in a temp folder, overwritting the specific files with your exnem version and then repacking. Seems to work. Haven't played a ton but so far no problems.

Question for you. If I wanted to avoid the clutter in the data directory could I alternately re-pack FraNewItems (with your Exnem's meshes) back to BSA and just overwrite the original? In that case I'm assuming I would just skip the Fransfemale.esp?
