I agree with Kainor. The "This mod is old...don't use" argument is flawed; just because a mod is old doesn't mean it isn't just as good - or better - than a newer mod. Unless a mod fails in some way and/or a newer mod does things the older one can't, why stop using it?
The mod that Sergio1992 is comparing this to should have been compared to Quazzy's Quest Awards Leveler - which this mod serves to repair - and not this mod itself. I like Quazzy's mod because it gives you options, i.e., whether or not you want to level Fingers of the Mountain, Sigil Stones, etc. (as there can be reasons not to), and other options. It does work as intended, though this patcher serves to tidy it up a bit to improve functionality.
Of course, there can be value in trying and comparing two mods that do the same thing. But "old mod" in and of itself is no reason to discredit any mod. The mod that Sergio1992 linked to - which I did try years ago - seemed to do a few things I did not want done, i.e., two-way leveling, leveling of things that were not related to quest awards, etc. I am not saying don't use it...both mods have the same purpose, and it is up to the user to decide which works best for them.
Thank you so much for this! The "improperly grouped" message that R3MLAP referred to below was driving me nuts, as I couldn't figure out how to fix it. I have been using Wrye Bash for years (and Wrye Mash before it), but that message really threw me. Now I can get on with things.

NOTE: No reason to fear this due to it being an .exe...if your antivirus program flags it as a threat, it is a false positive. Rather than create an .esp to take another slot, raziel23x wrote a simple program to install and implement this patch. Much less cumbersome, and very safe. :)
I was getting an error saying "quest award leveller - knights of the nine.esp improperly grouped file" at the end of my bashed patch and this fixed it, thanks and have my endorsement.
Im not sure if its your patch or the QAL ( id assume its the QAL from the bugs you say it had/has), but no matter what load order I put QAL in, i still get a CTD on exit. I checked the masters lists for the various parts of this mod and noticed QAL-Knights wanted to load in this order: Oblivion.esm knights.esp QAL.esp
So I first tried putting my esp's in that order, but I was still getting CTD on game exit. I know knights has issues sometimes loading before OOO, so I put knights back at the bottom and changed the master list order of the QAL-Knights.esp in an attempt to fix it. Well that didnt work either. ">
The QAL esps weren't showing any conflicts in the conflict detector except that QAL-Knights had the same script as the main QAL esp. In a last ditch attempt i removed the KOTN script from the main esp, to finally show no conflicts what-so-ever, but still no luck.
I've tried several combinations now and still get a CTD on game exit when using QAL, with or without optionals. So for now Ive gone back to "Quest award leveling" to at least get a partial fix without game crashes.
There was a bunch of extra stuff that the plug in had that was nothing and the plug in itself was actually broken and was not functioning like it should.
There was invalid sub records embedded into the plug in as well as topic that it edited thus breaking them. There was Dials and other invalid records as well as other minor as well as major error.
The file could not be loaded in the CS with out a CTD when you tried to save.
IT would not load in TES4Gecko to check the file structure.
I was able to clean the plug in and remove all the invalid records so the file now open normally in TESsnips, CS, TES4Gecko, TES4View, and TES4Edit with no errors.
