It's a Dwemer mace, with 4 "heads" that is rotating round and round. Not so much more...
How do I get it?
0.1:
It's a .nif file so you must create your own weapons in the CS and select it as the moddel.
0.3:
The weapon can be found for sale at A Fighting Chance. It's not enchanted so you can enchant it yourself. It's stats are a little higher than a Dwarven Mace.
License and Bugs:
Include it in your mod, edit it or do wathever you want, just credit me for it. :)
