Assuming that they can see angels floating over them? I'm sure the Nord would chalk it up to drinking. Just like the pink elephants, talking trees and other such things they might see. As for every one else? You recall how some books talked about how Barenziah would sneak into some towns by floating over the wall. Yeah I can see some one blaming a Mage practicing his or her art.
